While part of a role-play system, this classic is THE definitive 1:1 character level tactical wargame.

Also, it's companion game Wizard, and their child, Dragons of Underearth.

Gutshot is a Wild West action game that combines the best of RPGs and miniatures gaming. It comes with more than 15 pre-defined Character Types, but it also has three custom types that let you create your own character.

The types are:
Custom-1, TN 7
Custom-2, TN 8
Custom-3, TN 9

As you might expect, the first number refers to how many Character Specialties you get (think Feats or Special Abilities). The TN stands for "Target Number." In this game you're trying to roll over your target number, so a lower TN is better. As you can see, the balance here is real simple: the better your TN, the fewer Specialties you get. And vice versa. This balance lets the player decide: fire-power or special abilities? Most people take the Custom-2 because it offers a nice balance, but I've seen some very powerful characters emerge who started as a "lowly Custom-3" character.

An underrated game which fizzled out in the big CCG brou-ha-ha of the 90s. Players make a character by taking a standard race template, then adding advantage and disadvantage cards. Players can take then run the same character through multiple adventures, gaining experience points.

If you can sort through the labyrinthine rules, you can actually make your own candidate. Heck, you could design yourself, with your personal stance on various issues. The rules for character creation seem rather fun. The bad news is, the game itself is so doggone slow, it seems like a "real-time simulation." I wish someone would computerize it!

In Battlestations, players create their own characters by choosing race, profession, skills, special abilities, and purchasing equipment. Players can also earn experience, prestige, and money to improve their characters between adventures.

Awesome game! Half-RPG, half minatures game.
Great if you're a Godzilla fan, great if you just want a fun enemy-bashing game. Add "Escape from Monster Island," and you can bash the tiny tanks and people, too!
