The rules state that a player MUST take an action (may not pass). Perhaps I missed it, but how do you handle an unusable dice roll?

(In my first playing, on the second turn a player rolled 5 orange (pay-out) dice. We just had him re-roll.

But it could also happen if all the track and shares are sold / goods shipped with one of the other colors. Its a fairly rare chance, but seems like there should be a ruling on how to deal with that situation.

In those rare cases when absolutely nothing
can be done a re-roll is a good solution.
An all orange roll is probably the most likely
situation where this would occur.

An all purple roll with no Credit Mobilier
stock left to purchase may be the next most likely
scenario.

Rarely are all of the tracks on the board built
so there is almost always room to build at least
one segment of track for any of the railroad companies.

Just be sure to check that absolutely nothing
is possible.
