From the Rules excerpt: (bold mine)

If the basestar allegiance marker has its human side faceup,
human players treat the rebel basestar as another ship, like
Colonial One or Demetrius. If a player moves from a viper
to a location on the rebel basestar or between a location
on the rebel basestar and a location on another ship, he
must discard one Skill Card from his hand. If the basestar
allegiance marker’s human side is faceup, Cylon players
cannot move to the rebel basestar or activate its locations.

If the basestar allegiance marker has its Cylon side faceup,
Cylon players can discard a Skill card to move between any
location on the Cylon Location overlay and the rebel basestar.
If the basestar allegiance marker’s Cylon side is faceup,
human players cannot move to the rebel basestar or activate
its locations.

Although I am wondering how things could be different if it were just that... neutral. It would make large parts of that corresponding Mission card unused. I suspect it would make things too "bland"... for lack of better way of putting it.

It seems it's one thing for a unrevealed cylon to spam human locations (until they're brigged or executed, or with CL and Symp-cylons, reinfiltrate), and NC locations are different for humans and cylons, but I suppose they had to make access one-sided simply b/c by design, the locations allows for practical human and cylon use.

Would be interesting to play as a CL or its equivalent, as they get to "change sides" to suit the entrance needs to gain entry to the Rebel Basestar. And they may have super crisis cards too to discard. In fact, it's nice to have a place to throwaway a lousy super crisis card for other use.

Yeah, Daybreak comes with its own, double-sided Cylon Location overlay - the backside has a "destroyed Res. Ship" location.
