In an attempt to keep the cost of my growing gaming hobby down, I have decided my next purchase would be a card game. Here is what I am looking for...

-a fantasy or historically based civilization builder with a battle conponent--if there is nothing like this out, then at least something with battle + some other aspect.
-non-collectable
-primarily 2 players (can be more, but must be good with two)
-a serious theme (there are a lot of humorous card games I've noticed)
-under 25$(US)
-playable in under 2 hours
-relatively complex but not too complex
-not a "card game" for example, I like shadows over camelot but I dont want a game (like shadows) where certain conditions/victories are meet based on suits or number levels of cards. Battle-wise, something more like magic would be what I am looking for, but not magic.

Any ideas?

For only 2 players I'd say Blue Moon or Battle Line. For more than 2 players it becomes a little trickier. I've been having tons of fun with Queens Necklace online at www.daysofwonder.com, but haven't played the card version. Citadels is a great game as well and scales from 2 - 7.

something that may fit that I have been looking at recently is BattleGround: Fantasy Warfare (available at thoughthammer.com), though that is kind of a wargame. You can get 2 decks for 20.00. Maybe Scarb Lords also. Though there isn't any battles I second Citadels, it is a awesome game.

Just one man's opinion but, Colossal Arena rocks hard.

Yup, it does.

San Juan is good, as is Jambo.

BattleGround: Fantasy Warfare is probably the best match, and San Juan would be worth a look also (though it's really best with three IMO).

I don't own, nor have I played this, but Euphrates & Tigris Card Game is a civilization builder with a battle component (internal and external conflicts) that is non-collectible, supports 2-4 players, has a serious theme, costs $16.49 at Boards & Bits, plays in 45 minutes, and is relatively complex (Game Weight: 2.80). I'm pretty sure the battle method is unlike Magic's, but 7 out of 8 matches for your criteria is not too bad. As an aside, if you want, you could get the board game for $34.99 instead.

San Juan or Roma would be my pick. FWIW, Queen's Necklace isn't a 2 player game. Great with 3, though.

Lord of the Rings: The Duel
Minotaur Lords
Star Wars Episode 1 - Clash of the Lightsabers

are all non-collectable and pretty much revolves around battling.

For that MTG gameplay, I can only 2nd the Blue Moon recommendation

I'd second most of the previous recommendations. For the criteria you've listed, the Euphrat & Tigris Card Game is probably the best fit. It accomodates from 2 to 4, but I haven't yet played it with 2. My current 2-player favorite is Roma; you might also give Hera & Zeus a look...

Edit: I think this game is 3 or more players. Sorry.

What about Honor of the Samurai.
