Closest thing we have right now is http://www.vassalengine.org/

It is free and it is digital, but it can't be played on a tablet yet. It can be played with others over the net. It doesn't have Dark City yet.

I don't see that happening. Dominion was from a relatively smaller single company. They let him use it as long as they did not use any art from the game.

To do Legendary they would have to get permission from Marvel (and possibly Fox and/or Disney)
