This question came up in the German Spielbox forum, and quite interestingly, it can't be answered ...

So, do you
1 shuffle all tiles - including this promo - and then draw the ones to play with OR
2 shuffle only the standard tiles, draw the ones to play with and then shuffle the promo tiles into these stacks.

Method 2 ensures that these tiles are all in play (making them quite valuable), while buying an Essen tile when playing method 1 is more of a gamble.

As Ted has designed this by himself (and I know, he's reading here - hello Ted! cool), I'd love to have an 'official' answer!

Officially, you shuffle the Essen tiles in before you count out the tiles you need for your game.

That's the way it works for the upcoming expansion Suburbia Inc too.

That said, the expansion rules include notes on how to stack your stacks with more expansion tiles (during playtesting, especially early on, we would force more expansion tiles into the mix in order to more efficiently test them). That's relevant because when you first get the expansion, you might be excited to try out the new buildings...and don't want to wait until they naturally show up using the regular mix-in rules.

Both the Essen expansion and the new Suburbia Inc expansion were designed so once you mix them in, you can forget that there's an expansion at all...instead you just have a wider variety of tiles in the game.
