Since Gold & Guns is a little difficult to find, I've just used an extra set of meeples for the outlaws for a few games now. We've found that it adds a lot more interaction, especially for two-player. But we've also had some ideas on making it more interesting. Anybody else tried:

Adding an outlaw hideout. If any of the three outlaws are added to the board, they go to a secret hideout. Any money stolen by the outlaws goes to this hideout. Players can attempt to attack the hideout, with each outlaw in the hideout being at a strength of 7 (all outlaws in the hideout combine their strengths. So if there are 3 outlaws, they are at a total strength of 21). Players can place multiple cowboys of their own, and can persuade other players to join them in the fight. The person who contributes the most power to winning the fight against the cowboy gets their pick of:
1. One (or two?) guns per outlaw
2. Three victory points per outlaw
3. All the money of the outlaws.

The person who contributes the second most gets the second pick, etc.

We haven't tried it yet, but think it would make the two player game more interesting. Right now, the two player "guns" strategy seems kind of weak - it really only works if there are more players, and thus more buildings, to rob from. For our two player games, winning is mostly the result of wise investment in buildings, so this variant makes guns more appealing.

Outlaws are already a bit unbalanced for gun-hoarders. I would recommend against widening that gap.
