Sorry if I have missed prior posts on this but can someone show me how to create 3D bleachers, towers, and other things for Formula D? I have seen a pimped out track for the new Baltimore track and it looked rather nice!

That would be awesome, alas I live in Japan and space is a premium. I am thinking more of an extreme miniature variety that would augment the current boards that come with the game. Thanks though.

There are some paper sructures in the files section that you can start out with.
If you have access to proper paper for this (normal printing paper is not rigid enough), it can improve the feel significantly.

I have made some 3D structures in plastic and put them on shapeways, but they are expensive, so I would probably go with the paper structures, if I had to start without the time to model it in 3D.

You can also go the full 900 miles (or so...) and build a 3D track, that takes a very long time and you might want to consider storage before you begin (I did not, so now I have a very big storage box in my office).
