On page 4, middle-bottom is a rule for hyper jumping cool. You can hyper jump 3 any class ships (except monitors) each turn. You can combine this ability with one of the hyper jump power cards. If you choose to hyper jump (with or without card) you must do so before using power cards (except the hyper jump power cards) and resolve the attack before continuing the turn.
If you see someone turtling snore, just get yourself to 3 Battle Stars (peperoni pizzas as we call them)whistle and the point total of the power card in other ships (supported with pizza slices - dreadnoughts), and go visit aforementioned turtler snore via the hyper space ways! goo Yes, maybe a bad strategy, but since the turtlersnore may win with what he is doing, perhaps, putting him on notice that boring tactic is reviled!

Cons: you loose to the monitor cry he has, ah well... fun trying!

Pros: you wipe out his monitor arrrh and the rest of his scouts and/or dreadnoughts with your stars, you gain home system to allocate produced ships to, more production points, eliminated a problem, and gained prestige/ire from the rest of the Space Lords!

It is possible that you go before the hyper-jump cards (19-21) and play the laser attack cards(22-25), if this the case, attack the monitor sitting at aforementioned turtlersnore with the laser attack card arrrh(may or may not win, most likely not win, but hey, it is cool!) then perform you 3 ship + hyper-jump card and get 'r done!angry or not...

But to use this you would have to have drawn the Hyper Jump Power card during set up. You make it sound like any player can do this at any time.

Personally, I feel the Power Cards can be used as an incentive to get players to not turtle. 1 Power Card when you capture your first production point, 2 Power Cards when you capture a second production point, up to 3 Power cards when you've captured four production points. Three Power Cards should be able to give you some type of firepower to go for the win...soblue
