In hexes such as Hamburg, or Leningrad, where cities are ports but their access to the sea is down a hex spine rather than across a hexside, I'm not sure how figure some things out.

First, if the WAllies occupy Hamburg, and German forces occupy the hex directly to the east, are the WAllies in supply by sea? Also, can they move units in and out of the port by sea, when the hexspine that gives it access to the sea is blocked by an EZOC?

I hope this makes sense, I can post a pic if need be.

If I am not mistaken, there is none of the effects that you are describing, i.e. supply, movement inhibition etc.

The only effect that I see is the fact that these ports cannot be invaded directly from a beachhead, beceause you are not able to place one adjacent to the city.
