Pretty much both. Is a turn counter but interacts with other blessings that match the top one in the blessing deck discard pile.

It is mainly a timer.

However, a Blessing of the Gods in your hand can duplicate the powers of the face up blessing of another type (but not it's recharge power). And if a non-Blessing of the Gods is face up on the discard pile, you can play the same blessing from your hand and recharge it instead of discarding it.

Also, there are card effects that may manipulate the deck a bit. Finally, if you don't defeat the villain and he escapes, the blessings dealt with him to open locations are taken from the Blessings Deck.

So, mainly a timer but with some other important effects so far.

Most of that comes from the text on the cards.

The villain drawing from the blessing deck is indeed in the book.
