Can a ship blockade a coastal jungle hex port during the monsoon season?
and
can a surface ship take over a jungle-hex base that isn't enemy occupied?

Thank you Rusty, I see that the matter has already been cover.
It is quite understandable from a logical point of view that in a jungle some guerrilla can stop your advance with monsoon weather.

However can heavy rains hamper warships to navigate even without enemy ships present?

Well, I don't really know. Keep in mind, though, that with 3-month turns, it's a lot more than just warships; maybe the weather affected shipping or the ability to maintain supply through advance bases?
