Playing through tonight. Had the rather dark poetic thought that this game is like a cozy primordial soup of hate and retribution.....Very engaging. Brutal decisions. Love it.

I digress. If an un-sabotaged EC has one lone syndicate guerrilla, does that EC give resources to both government and syndicate?

Seems that is the RAW, but also seems a bit odd, so I want to make sure. Suppose it falls in that weird symbiosis with government and syndicate.

That is how I understand it. The rules don't say anything about the government giving up the resources to the syndicate, like the rules for skimming.

I guess the ECs become twice as productive when 'supervised' by the mob...

Correct that both the Syndicate and Government draw resources from the EC. Some of my playtesters call them "mini-casinos."

What is represented here is the "value-added" effect of the mob's business operations in the legitimate economy.
