Admittedly a losing maneuver but if your opponents do not stop you, is there any rule against one player having 6 or even all 9 of the peoples demands Trajan tiles?

There are other ways to loose the game without breaking the rules, but this one is pretty cute

I see no such rule... but I also don't think I would see this happen. Especially at least in my group, most players take a demand good Tranjan tile during initial start up selection.
