In phase 1 everyone is rolling at the same time but I'm not sure if this is meant to be done independently or cooperatively. Do we all roll and then compare what we have or can I let another player finish their rolls in order to decide which dice I should re-roll?

This.

It's meant to be a lot of talk. And fast paced. So all roll, and you have an idea what you need, but talk to each other especially if you have officers or equipment that will allow swaps.
