In the "Games component" rulebook it says uninhabited systems can experience unrest but not rebellion.

How does a colonized uninhabited system experience unrest?
- When they are assaulted successfully?
- Can they be targeted with diplomacy by enemies?

Hi Manuel,

Yes to both cases.

The reason they can't experience a full on rebellion as an inhabited world is due to two things.
- Mechanic-wise it'll make the races with strong leaders a bit too powerful.
- Thematic, you have to imagine an uninhabited system just being colonize won't have a big enough population to do a full on rebellion.
