Are reprisals only able to shift opposition towards neutral status? I'm guessing they can't shift any support upwards (i.e. neutral to passive, passive to active)?

I think so, that is the idea of a Reprisal.

I would assume not, since I didn't see a mention of it.

Thanks. I figured as much, but just wanted to dispel any lingering doubts.

I'm also trying to wrap my mind around the concept of the Syndicate special action, Muscle. The idea that another player can just move another player's pieces is a little foreign to me.

"4.2.3 Reprisal. Reprisal reduces Opposition and displaces Guerrillas.
It may only accompany Garrison, Sweep, or Assault (3.2.2-.4)
and occur in 1 Govt-Controlled space (1.7).

Opposition (if any) 1 level toward Neutral.
Relocate 1 Guerrilla

So if Reprisal could shift Neutral to Support, the procedure would say "shift one level toward Support."

Happens in A Distant Plain too, wherein the Coalition gets to boss Government forces around Afghanistan...

In CL of course it represents corruption of the Government's security forces by the Syndicate.

Well, I'll see that firsthand soon enough. I have a copy of ADP sitting in my living room that a friend added for himself to my order for CL. I also just preordered Fire in the Lake last night too.
