I just got my copy of "Fluxx: the Board Game" in, and before even sitting down to play, I fixed my pegboards using only cellotape and scrap from the punchout tiles. If anyone else is interested, I posted my pegboard fix as an Instructable. It'll take ten minutes tops, unless you cut your finger off. :-)

You have a good idea. Here is how I've made it works. I used vinyl bumpers. The pegs stay in place and they also help to keep the board from sliding when moving the pegs all around the board.
