It seems to only be available direct for now. Note that the pre-painted version is a bargain at only $40 (compared to other helicopters).

Re: Why does this have it's own entry.
As it wears a red cross, no sustain or air superiority against it.
Can heal one damage point to a friendly adjacent infantry or hero.
Once per game can bring Back an infantry unit Or a Hero!, just like a medic.
Cannot fire.
