Can you explain why any president would select this legislation card? What is the reasoning behind playing this?

They would never want to choose it, but they may be forced into choosing it to either satisfy a protest or to secure campaign contributions from another player.

Also, sometimes Term Limits might be the lesser of eight evils, like when all the other legislation cards make you and your constituents *dramatic music & camera closeup* lose money.

Ah Gotcha! Thanks

I haven't played it yet, but I had set it up and read through the rules in preparation of play testing for my Dice Tower review! So far this looks like it might give Article 27 and Nothing Personal (my favorite negotiation games) a run for their money!
