The expansion comes with 2 Shields, 3 Archers, and 3 Tudor Knights.

1. If I win a shield, do I have to use it the next round? If not, does it get returned to the office board? If it does, why is there 2 of them? I don't see how that second shield would ever get used if that's the case.

2. I can understand the reason for 2 Tudor knights or archers being used in the conflict, a conflict not being won and them moving down to the 2nd conflict, but how would those 3rd pieces be used?

3. If nobody votes on an office that I previously had the card for, it remains in my possession and I reap the benefits again at the proper time?

I'm thinking there's a way all these pieces can be in play at once and this can all be answered with the timing of when they're played, but I can't figure it out. A little insight would be great on how these pieces are used to their full capacity would be helpful because after 2 plays, something doesn't seem right.

The offices are evaluated before the other stuff. So you need the extra pieces to award them before the old ones are put back after being used at the castles, conflicts, and counties. You are right, just a timing issue.

The offices are always filled before the counties, castles and
conflicts are evaluated.

3. If there was no applicant for a certain office, the
former office holder keeps that office card, receiving the
privilege and seals again, if granted.

Really, that's all that is in the expansion?
That's what we pay 20 euros for????surprise

and what about this other expansion of which the name escapes me right now...

The New Laws replace the law tiles from the base game. Or you can mix some of them together. However, you don't mix all laws from both.

The original laws were OK. However, there was a problem with game replayability after some dozens of plays, so the first expansions (New Laws) added new tiles to make the game more diverse. The laws from Henry V add mostly laws exclusive for the features introduced in this very expansion. That way, the Parliament is more compatible with e.g. The King's Resentment.

So getting at least the new laws is a must if you don't want to grow tired of this game after a dozen plays.

I wonder was this a design error?
I guess it was.

So what is physically in these expansions.
I can get new laws for 15 euro
henry v for 20 and as I understand there's only a few bits and pieces in that one, so is it worth the money?

You don't have to get both expansions at once. First, get tired with the base game. It has some replayability, but after 50 or more plays you may think about getting something new. There was a boxless version of New Laws, which costed about 6-7 EUR. Henry is more expensive, but it introduces a lot of new stuff, and makes the game modular (you can keep the base version, add King's Resentment, King's Laws or King's Court or any of those in combinations). There's also a cheap promo available at BGG store (5 USD plus 1 USD for shipping costs).
