I've seen this question in the Vanderbeergames:

A:Starting with the 'in favour' player, each player does all of their daily orders first. That is, pay wages, buy building (optional), open speakeasy (optional), send out groups. Then the next player (to the left) does their daily orders.

I think the answer is that for each order type must be completed for all before passing to the next one. Is it true?

Each player completes their entire range of orders before the next player does so.

This can give an advantage but also has disadvantages to the player going first. If for example a player won the Event privilege, he would want to be the player last to do his orders so that no one could guess what the event will be. Of course this player, if going first, could trick other players into believing something will happen when it doesn't.

When the last player has done all his orders then the event card is turned over and the Districts are resolved as in the rules.
