I see no rule, that forbids to exchange more tiles than that are left in the bag. So, if you want to exchange 4 tiles for example, while only 2 are left in the bag, what is correct play:

(1) Not allowed. You cannot exchange more tiles, than left in the bag.

(2) You exchange two tiles. Then you shuffle your "old" four tiles back in the bag, then draw another 2 tiles.

(3) Something different?

For whatever it's worth, Scrabble permits exchanging as long as there are seven or more tiles left in the bag. The corollary for Qwirkle would be six tiles.

I would agree here. The Scrabble rule is there so that somebody who has seemingly unplayable tiles by the end can't just dump them back into the bag for the next player to obviously draw during the final draw from the bag. Same would apply to Qwirkle.

In addition, there has to be a time when the redraw action is no longer available or the game could easily loop.

In the English Travel Qwirkle and Qwirkle Trio rules it says, "You cannot discard more tiles than are in the bag." This is the official rule.

This was unstated in the original Qwirkle rules.

We're not sure what the wording is in the Schmidt Spiele editions.

The Babylon Project was our last best hope for peace. It failed. In the year of the Shadow War, it became something greater, our last best hope for victory.

I agree with the other reasons & add another. If you were to exchange 4 tiles for the 2 remaining, then that would give you an unfair advantage in getting to the 6 point bonus at the end of the game for running out of tiles first.
