Among the Mexican instruction counters are Comanche and Ute raiders, as expected. They each have a star on them, which designates them for the Hostile Tribes major event on some of the operations cards (flip to the front side, move up if active, swap into active column if on standby). The Americans have three Ute counters, also marked with the star.

However, one of the two Mexican counters and one of the three American counters has the Utes on the *reverse* side of the counter. This means the Hostile Tribes major event actually hides the Ute raiders rather than bringing them to the forefront.

Is this as intended?
