With the release of the Defiant, we now have all we need to re-enact this historic encounter. Observe:

Needed. At least one D7 class Starship. At least one Cloaking Device Upgrade. One Constitution Class Starship.

Special Rules: For purposes of this Scenario, D7's faction is changed to Romulan, and all D7's can accept one Tech Upgrade. The Cloaking Device can be assigned to the D7 without penalty.

Federation Player: 50 Squad Points, 1 Ship which must be Constitution Class.
Objective: Recover the Cloaking Device and escape back to your starting position

Romulan Player: 115 Squad Points, must include at least 1 D7 class with an equipped Cloaking Device.
Objective: Prevent the Federation from achieving their goal for 10 turns.

Special Action: While the Federation is within Range 1 of an enemy ship, gain the following actions.

Action: If you are not cloaked, disable all you shields and disable up to two Captain and/or Crew. Target an enemy ship with no active shields. This becomes are your Away Team, and they are considered on board the enemy vessel.

Action: If you are not cloaked, disable all you shields and disable up to two Captain and/or Crew. Target an enemy ship with your Away Team aboard and no active shields. Re-enable your Away Team, they are back aboard your ship.

During each End Phase you have an Away Team on an enemy ship, the team gains one Mission Token. If they have four mission tokens, your ship gains the following as a Free Action.
Action: Steal one Tech Upgrade on an enemy ship where you have an Away Team. You may use that Upgrade even if you do not have an available Tech Slot on your ship.

While there is an away team on a Romulan Ship, that ship gains the following as a Free Action.
Action: Roll X Attack Die, where X = the number of Crew Upgrades on your ship + 1. For each BATTLESTATION rolled, the Away Team loses 1 Mission Token. If they have no Mission Tokens, then each HIT or CRITICAL discards a member of the Away Team. The Away Team may roll 1 Defense Die to avoid this loss of Mission Tokens/Team members.

Don't you mean Romulan here? Looks cool other than that.

Of course. Didn't I write that? (Discretely edits his post when no one's looking.) :-D

As a side note, if the Federation Player took the "Superior Intellect" talent, they could achieve their goal that way too.

Yeah, "Superior Intellect" kinda kills this scenario. What if; instead of the D-7 having the cloaking device, it is assumed to be equipped with cloaking? The away team functions the same way as you listed, just, no need to have or steal the Defiant's cloaking device card. Just drop mission tokens to "steal" the device. That prevents the need to own a Defiant to play this scenario, as well as owning a Reliant (and its upgrades from Khan) killing the scenario.

I'm not so sure that it "kills" the scenario, just provides an alternate strategy to winning it. The Fed player still has to knock out an opponent's shields, steal the Tech, and get out of dodge before being destroyed by a force that outnumbers them. Easier? Sure, but still a challenge.

If you felt that it cheapened the scenario, or just wanted to ensure "historical accuracy", you could always choose to outlaw the card from play.

And in truth there is no reason you couldn't alter the special rules to "D-7's have the "CLOAK" and "SENSOR ECHO" actions added to their action bar for this scenario." I just think use of the Cloaking Device Tech card makes things a little "cleaner."

Incidentally, I should go back and check how many Romulan ships were in that episode. My Romulan SP pool may be too low.
