Is there a way to locate users that have rated games similar to myself? For example, if I have rated game X, Y, and Z as 4, 7, and 8.5 respectively and user Joe has rated those games as 4.5, 7, and 9.0... then our ratings align pretty closely and his ratings may make for good recommendations. Is there any way to discover similar users like this?

I don't know of a direct, easy way to get just a list of users. The statistics section of each game has the number of ratings; you can click on this number to get a list of the raters. However, hundreds or thousands of people rate common games. Fewer people comment on their games, so looking through comments (also in stats) for a user who feels the same about a game is another way to go. Or you can look at "Similarly Rated" games.

There's also the Recommendations section of the game page which can be useful--or blank.

It may be helpful to look at the Stats tab of you profile; in it is "Largest Disparities in Ratings", which are the games where your tastes differ from the usual opinions on games; these games might be good indicators of your particular tastes.

Still, BGG has so many statistics that you'll have to spend a lot of time sorting through them. It may be good to look at your game disparities and try to understand what they have in common, then use that to ask for game suggestions in Recommendations. It may be a good idea to put your top and bottom games in the recommendation request; not everyone looks at your collection.

From your collection, I suspect Dominion: Prosperity would revitalize your Dominion experience. Prosperity lengthens games by adding Platinum and Colonies (bigger money and VPs), allowing longer strategies to have time to work.
