Why can't I

6. Can I voluntarily disable my Shields at any time (i.e. without using card text)?

No. However, if you de-Cloak during the End Phase, you can choose to not raise your Shields afterwards.

It's my ship, if I don't want shields up, why can't I?

Because no captain voluntarily enters a hostile environment with his shields down.

Also, because the rules say so. It stops Tribble abuse.

Basically, the rules tell you what you can do. They do not currently provide a mechanism for voluntarily lowering your shields besides the card text that instructs you to do so.

If you'd like to house-rule something for friendly games, I don't really see any huge problems with it, tribbles really peak too quickly to be abusive.

Unless of course you could voluntarily drop your shields on a garbage ship and drop your excess on them whenever you hit 4 across your entire fleet maintaining your bonus indefinitely with litle bother.

Bottom lione though really is that it makes absolutely no tactical sense to engage with no shields. You just wouldn't do it.

Whatever reason you want to be able to drop your shields voluntarily has prbably already been thought of and is part of the reason you can't.

Yes, but then your whole fleet is without shields, and that garbage ship is even more garbage.

No ship would drop its shield without a reason, and a captain who gives such an order would probably be relieved by the officers. Scenarios give actions in which a ship might drop its shields as part of a tactical reason.

That said, can you explain the rationale for wanting to drop shields?
