I have two kids at home (ages 2 and 4). Here are a few of our favorites from ages 2 and 3.

2 Years Old
Go Away Monster!
Memory
Loopin' Louie

3 Years Old
Jake and the Never Land Pirates: Who Shook Hook?
Chicken Cha Cha Cha
Carcassonne (without farmers)
Chuck-It Chicken!
Hisss
Hi Ho! Cherry-O (cooperative game is similar to Orchard)
Gulo Gulo (OOP and hard to find)

Between 2 and 3 my now 3.5 year-old daughter insisted on of all the games tested with her:

Go Away Monster!
Hide the Kids!
And by far the most plays:
First Orchard

Now, her repeated plays are centered around:
Bennis bunte Blumen
And Curious George: Discovery Beach Game

worked fine with both my kids at age three (and some other which were already mentioned). The secret to introducing the little ones to gaming is to choose games in which they can play any way they like without breaking the game. Take Memory, for instance. My younger daughter used to flip over the same pair 20 times in a row and have an overall result of zero matching pairs. She didn't mind, and we let her. One day, she suddenly grabbed over the table and snatched the matching tile to one of "hers". That's how she learned the game.
