It says if you use Nichols the $1 for the bribe comes from the general supply instead of player's supply. I don't have the base rules in front of me, but don't you always place the bribe from the general supply?

Yes, it always comes from the General Supply, never the Player Supply. It's just repeated on the Nichols card for reinforcement.

Yeah the bribe always comes from the general supply so it's just a note on there to repeat that not to imply it's changing a rule.
