When all the werewolf cards are in the center and everyone at the table believes that, do you have to vote for a person? Meaning can the players not vote or do they need to vote in a circle to ensure that everyone only gets one vote so no one gets killed.

Normally all players who are tied for the most votes are killed. But the rules state that as a special exception nobody dies if everyone gets exactly one vote. In such a case the villagers will win if nobody is a werewolf.

In other words, you all agree to vote to your right or left. Of course, if there is a werewolf, they will obviously vote somewhere else giving a majority to a villager meaning that he wins.

The werewolf doesn't even have to do that! If nobody gets lynched but it turns out that there were actually werewolves in the village, the werewolves still win.

In fact, it's a good idea for the werewolf NOT to mess with the plan, since he might accidentally hit a werewolf ally he doesn't know about (due to the card being swapped)
