I want to confirm that whether the fighter air units that are performing escort missions can attack non-fighters in 17.6.2 or not.
For example, if both players just perform escort missions in the same combat, do the fighter air units can shoot in 17.6.1 and 17.6.2?

In addition, is there a specific sequence of Ground Support Declaration?
I think the sequence on playbook is not clear.
Does the attacker need to declare all of his ground supports missions and escort missions in all of his attacks first? Then the defender declare all of his missions.
Finally, the attacker declare all his interdiction missions and the defender announce his interdiction missions at last. Is it correct?

In strategic warfare phase, which side to declare his offensive mission first? I think it has some influences on the game.

In negotiation phase, which side declare peace talk or not first?

I think that there should be a more specific sequence of the game.
When I play the game, I don't want to declare my mission first. I would like to see what my enemy do first.

>>You are right.

Enemy missions during a friendly activation are announced by the enemy AFTER all air and sea missions of the Phasing Side are confirmed, and before any mission is resolved.

Exceptions:
1. During the Movement Phase, the Phasing Sides announces its air freight, sea transport escort, or escorted river transport missions as it resolves them. Any air or sea interdiction missions targeting these are announced right at that time.
2. Interdicting missions are carried out after all non-interdicting missions by both sides are confirmed. With the phasing player announcing the mission first, followed by the non-phasing player.

>>The rule does not specify which player to go first. If you feel like the need to, just roll a die to determine who goes first.

Another way to resolve this is to move the entire strategic warfare phase after the movement phase and before the combat phase, so that only the phasing player may carry out the mission.

>>My way of doing it is for each side to write down his intention on a piece of paper, and then reveal it together. I will include this in the updated rules.

Uncertainty is a fact of war. Just leave some air unit for interdiction if you are worried.

Thanks for Leonard's detailed answers.
Now I am clear about how to resolve these questions like which side to declare first.

If noboby wants to initiate talks, I don't see the use of this.
If one side is willing to talk, then he annonces it and the other replies immediately. In real life one side would contact the other.
