I bought Suburbia Inc. at spiel 2013 but haven't yet played it. But I'm looking forward doing so. I've read the rules and really like the bonus/challenge cards and bordertiles.
But how do you customize your stacks?

I just shuffled them together with the old A,B,C tiles and chose randomly as usual. We got couple of new tiles in our first game that way.

For the first game (with 4), we just put in all the expansion tiles, then mixed them with enough base game tiles to make a stack. And we also try all the new objective (well, 4 out of 5).

The second game is all mixed in.

After a few games, particularly in 2p game with my pal, we remove all the restaurant and farm and slaughter house tile. There were a few game where none of the restaurant came out, and the farm/SH become nearly worthless, so that's why we made that arrangement. The rest are mixed in as usual.

The game could definitely use a restaurant or two in the B or C stacks.

Looks like I'll be keeping all tiles mixed up. The new expansion tiles don't really stand out from the mix, no point separating them. I can always choose, independent of that, whether to use the borders or not, or if I want to use challenges and bonuses.

The answer will most often be yes, as it seems the expansion adds more options without adding more complexity: even newbies were able to handle the added options, without being more confused than Suburbia newbies usually are.

So, after a few more game with all tiles mixed in, I began to experiment with the following stack:

A Stack: (Add/remove number of tiles (total number, color, ability)

Remove 2 Mint (x2, gray, $2 for each of your gray)
Remove 2 Parking Lot (x2, blue, +1 income for itself and adjacent blue/gray)
Remove 2 Mobile Home (x2, green, +4 population)
Remove 1 Fancy Restaurant (x3, blue, +3 income. -1 income for restaurant build after)
Remove 1 Office Building (x3, blue, +1 income for itself and adjacent blue)

Add 2 County Assessor (x2, gray, $2 for each of your blue/green/yellow/gray)
Add 2 Investment Property (x2, green, +1 ppl and +1 income for adjacent green)
Add 2 Cemetery (x2, gray, -2 population, add +1 income for adjacent green)
Add 2 Law Office (x2, blue, can score 1 tied goal)
Add 2 Redevelopment Planner (x2, black, wacky power)

Basically, I'm trying to reserve the power of restaurant and airport. And eve though Law office is too expensive, its ability is very fun, so I have to have it. Same goes for RP.

I remove Parking Lot because there's more affordable gray now. And since there's more briefcase building in the expansion, I remove one Office Building.

B stack:

Remove 2 Gas Station (x2, blue, +1 income, +1 ppl for adjacent green)
Remove 2 Postal Service (x2, gray, +1 income for itself and your blue)
Remove 2 Retirement Village (x2, green, +5ppl)
Remove 2 Warehouse (x2, yellow, -1 rep, +2 income for adjacent blue)

Add 2 Checkpoint (x2, gray, +4 rep, $2 for every border)
Add 2 Light Rail (x2, yellow, +1 rep & income for adjacent blue/green)
Add 2 new Construction (x2, green, +2 ppl for adjacent green/yellow/blue/gray)
Add 2 Water Purification Plant (x3, yellow, +7 rep, -$2 for every yellow)

It's basically tits for tats replacement.

C stack:

Remove 2 Apartments (x2, green, +5 ppl, +2 ppl for adjacent blue)
Remove 2 Boutique (x2, blue, +1 income, +1 rep for adjacent green)

Add 2 Lake House (x2, +3 rep, +3 ppl for each of your green)
Add 2 Indoor Mall (x2, +2 income, +1 rep for each of your blue)

Again, just replacing the same thing with another.

I haven't have a lot of Suburbia since than, but the few time I played, I've been very happy with my choice.
