Some questions, please.

During a skirmish, when a hit has to be taken, which unit is targeted?

If units cannot retreat because all towns around have enemies units or enemies units with friendly units (battle or another skirmish), what happens to the units having to retreat?

Strongest unit (in CV) takes the hit. (6.4) If units can't retreat because of no legal destination then they are eliminated. While not explicitly stated in the rules, it is implied by the marginal notes.
