The rules:

Place beneath German unit with no Depth Marker, in communication:
A. Closest to a US unit.
B. If equidistant:
1. 1-hex WN;
2. 2-hex WN;
3. Reinforcement position.
C. Within a position type, in the lowest ID number, then in lowest letter.

My question:

How does "C" work with B1 or B2? The reason I ask is that the WNs are numbered from the left of the map to the right (from WN60 to WN73), so this rule will almost always hurt the 1st Division, which has the lower numbers. This seems rather randomly applied to me. Am I missing something?

Depth marker events are always by sector so 3 and C only come into play if all WN's are at full strength.

Let me ask the question with an example:

If I have two 2-hex WNs, both of which are equidistant, how do I choose which one to place a depth marker in? If I go by ID number (WN60, WN65, etc), that will always punish the 1st Division, which seems weird.

I don't have the deck with me, but I don't think there's an event card that adds depth without specifying a sector.

Nope, you're right it is possible and it would favor 1st Division placement. I don't think it has that much effect but you could always create a house rule to randomize the choice.

The low numbering tie breaker makes that 88 at WN61 a real beast to tackle.
