So I for one have a soft spot for Phil, and I think it's a shame that he is only average to below average compared to most other survivors. Some say that the 'starts with' ability is sub-par when compared to other abilities (esp when compared to season 2).

In an attempt to 'fix' him, I propose the following 'fluffy' change:

Phil: Starts with an assault rifle

or toning it down a but...

Phil: Starts with a shotgun

Both are just one weapon, which helps out at the beginning of the game and brings him up to par with El Cholo's starting level. And it is 'real' or 'fluffy' as pretty much all US Police/Sheriff's Deputies carry the following:

1: their glock
2: 12 gauge shotgun
3: AR-15 with .223 rounds

Even Rick Grimes in TWD retrieved some shotguns and AR's out of the police dept... so what do you all think? Q/C?

Been thinking the same thing. And if you don't have a few of the KS only characters, then a Starts with Shotgun wouldn't be redundant.

I was thinking...Starts with Pistol and plenty of ammo?

To overpowered?

Another way would be to let him also start with one of the new companion dogs as a police dog. It fits in with the companion dog rules. I've already painted up a German Shepard for that purpose.

Anyone may start with a companion dog without any alteration to their starting stats.

It's hardly overkill compared to highter tier survivors.

I wouldn't give Ivy or Kirk a companion dog, that's for sure. But Phil's blue skill is sorta non-existant so giving him a police dog doesn't hurt imho. I actually like the idea.

You can make the most of Phil’s starting ability by making his first non-search action a trade with the other person who started with a pistol. Dual pistols are a solid early loadout.
