Last night in a 3 player game we were in a tie at level 9. At this point to rule 7 blocks, wait for your next turn to begin and win the game is almost impossible.

So I guess this is a bug and a House rule is needed? Maybe leveling up at the end of the turn?

Any ideas?

Not really a rules fix but a suggestion instead. You can jump levels multiple times at the start of your turn. At level 9 people are going to obviously be looking to stymie each other from controlling 7 blocks. Maybe try holding back on level 7 or 8 and then if you can catch your opponent's napping you can jump 3 levels to win the game.

I haven't played the game a lot, but I've seen players do this effectively.

Also, just to confirm, in a 3 or 4 player game you can share control of a block.

Progression isn't linear, level 10 is hard, so you should have worked out the tie-breaker, size of gang, then most money, then most influence . Keep your gang size high

Ties for treat count if more then two player. Fighting batman and other villains puts treat out on a win. 5 threat limit per block and numerous cards that put 4-5 threat on the board (move treat around the board if all threat is out). Game over when cards run out then tie breaker, most henchmen, info then money. Played this game over 50 times, mostly two player, depending on cards saved for play at the end, almost always win with level 10 victory. Have had level 10 tie breakers as well. Love this game! Simple rule set, yet challenging game play. Setting up for optimal card play, fighting and threat placement, makes for a great experience. Can be a brain burner planing 3-4 turns ahead to chain card abilities and level ups but that's what makes this game great.
