When workers are taken from the board and placed next to the tableau, what then? Are these sold, at the player's discretion, to a general pool from which they may be purchased later, being then added to the buyer's stock of miners for subsequent placement on pithead cards? On this issue I am, like miners themselves, completely in the dark!

Note well: Workers = grey cubes, Miners = coloured cubes.

When you get workers you keep them in your supply. You can use them to:

1.) Sell them 2 for 1 gold

2.) To activate the Loading pithead card (only as long as it hasn't been upgraded)

3.) To upgrade the pithead cards

Think of workers as a type of currency you can collect from the board by buying mines. You keep this "worker currency" until you spend them to flip pithead cards (typically along with coin currency), or to activate the loading cards.

Like coin currency, you can sell worker currency to the public supply at an unfavorable exchange rate for coin currency. You can also purchase worker currency with coin currency at an unfavorable rate, provided there are any workers remaining in the public supply.
