A few modifications/additions, and that mad assistant turns into a real menace and challenge.

The rules for "super" Noelle.
Noelle “Hell” Razer
 Noelle Razer is Dr. Marteuse’s evil assistant (some say that she is, in fact, even more sinister than the doctor himself.) She is a Typhoid Mary type who loves to spread the virus at every opportunity.
 If introduced by an Event card, immediately increase the Infection Level by one. Refer to the currently active Noelle Level card tp determine the placement of the Noelle counter on the game board.
 As long as Noelle is in play, increase the Infection level by one at the start of each Outbreak Phase.
 To remove the Noelle marker (and her effects), you may attempt a Manhunt Action in her space. A Manhunt Action on Noelle will always take place in a Chaos space.
 Note: If you currently have the Super Weapon, you can roll 2d6 instead of the normal 1d6 for a Manhunt Action on Noelle.
 If your Manhunt Action is successful, remove the Noelle marker from the game, and her effect on the Infection Level change is gone.
 If your Manhunt Action fails, Noelle raises her level by 1 (up to 7) and she instantly “moves forward”. You still Restore Order as normal at the end of the Action Phase.
 Noelle is always exactly at one level (0 to 7). She starts at level 0 for the very first game. She gains one level (up to 7), whenever
[8.1] A Manhunt Action fails against her;
[8.2] A Super Zeds unit was eliminated;
[8.3] Dr.Marteuse is arrested.
 She drops one level, (down to 0) whenever one of the Event cards 24, 25, 47, 48, 49, 50, 57, or 58 is executed.
 Keep Noelle’s level between games.
 Whenever Noelle is entitled to “move forward”, roll 1d6 on the Noelle Movement table. Noelle may move only once per level, i.e. right after she changed her level, she is prone to move again.
Each Noelle Level card lists the rules for
- her initial placement
- the special effect of her entrance/presence
- the trigger for her Move Forward
Wow - you really know how to spice things up! I think we need to add a mad scientist named "Uwe" in Armazeddon!
