There are no settlers in the "official" transcontinental rules that accompanied the RONA expansion.

If you are referring to some of the rule ideas discussed on the forums prior to RONA, my group didn't play with any settler cubes in our rule set. Instead, when you delivered the last cube from a city you could use it to settle an empty-Western city for an added VP, or you could keep it "in-hand" for a future settle when delivering to an empty-Western city.

Others who did play with the settle rules used white cubes borrowed from another game, pennies, or something readily available.
