Hi all,
I really enjoy the City expansion, but I feel like it's a bit too generous and has relatively little danger; even poor characters have a good chance of getting gold from encounters in the city or just visiting the Rogue's guild in it. I thought it would be fun to bring back city laws (similar to 2nd edition) to make the City less desirable for poor characters.
I made city pass cards that you can buy on your way into the city, and a 'City Watch' card that you roll on if you break the law, similar to the Reaper or Werewolf:
A few other house rules for the City that I'd like to implement include:
-Good and Evil characters must pay a fee (I'm thinking 1 gold) to use the Rogue's guild. (Basically, it's a membership fee to become neutral and join the guild).
-Academy only requires 5 worth of trophies instead of 7 (we do normal trade-ins at 5, anyway).
-If you land on the City Gate and don't take a warrant, you can discard any warrants on the space (drawing back up to three for the space, afterwards).
Just thought I'd share. I'm looking forward to using them. Feedback is welcome, too.

Your die roll chart is in reverse. Jail should be a "1", thrown out should be a "2" & nothing happens should be "3-6". In revised 4th edition all bad results are a lower number.

I'll change it if I need to change something else on it.

I like the return to the spirit of the 2nd Edition City!
Just a suggestion, but you could very easily shoehorn in a rule for when you play with the Blood Moon Time card mechanic. Perhaps a double sided card that gets flipped whether it is day or night.

- Thanks! I thought about having a modifier to the roll based on time of day, but in the end decided to keep it simple and independent of day/night.

Alright! I played a game with it and it worked great! It kept people out of the City unless they had gold, and one player went into the City without getting a pass and ended up going to jail, getting out and buying some stuff, going back to jail, bribing his way out and then finally getting escorted to the City gates.
I updated the City Watch card to match the "low numbers are bad" convention in the game, and I dropped the law that you must have gold, since the pass does well enough at making you get some gold before rushing into the City.

I'm going to change the "no combat" law to "no combat with other humans" to avoid the annoying situation where you get arrested for killing a rat or fighting an elemental.
I think I'd also like to add to the academy that gold can be spent as trophy points.

Presumably if you get attacked by the Deck, you can claim "self defense" and not go to Jail.
