If a location is adjacent to illegal, non-buildable hexes such as mountains or water, does it count as surrounded if you build all the legal adjacent hexes around it? For example, by building all legal hexes plus around the mountains to make a complete circle that way? Or are such locations not capable of being legally surrounded?

To get the points you have to get a piece into each of the six adjacent hexes, even water/mountains. So in games where you can't get pieces on those terrains, those locations can't score for Place of Refuge. In some games pieces can end up on water/mountains - the Crossroads expansion for example can get you a ship on water and a wagon on mountains.

Thank you so much! That is what we were intuiting, but there was some reasonable argument that surrounding was surrounding. The penalty for the one doing the surrounding was that it took more than 6 settlements.

I enjoyed the expansion quite a bit! Nice cards and actions! Good job, thank you for you great work!
