Do you place Safe Houses in each faction in a 2-player game? The graphic does not show Safe Houses in the setup and the Setup directions only indicate how to setup Safe Hoses in a 3-5 player game. If you do place Safe Houses in a 2-player game, how are they setup? Do you face the white data-token halves so each safe house is pointing towards the other player?

For two player setup, you can use safe houses if you wish. For setup, you want to make sure that each player has one set of white data-tokens and one set of black data-tokens.

The safe houses were a late addition to the game, so they didn't fully permeate all the rules and pictures.

Safe houses provide a way to start the game quicker as compared to playing agents to empty factions. If you choose not to start with safe houses, you should probably go back to the old rules of each player starting with 5 IP so that they can make early purchases if needed.
