The 9.2A (Page 12)says:

"...The Soviet player then places the Fuel Shortage markers on German Mechanized Units (not hexes), one per unit, as the Soviet player desires. "

Ok, Got it...so you place the shortage markers on the units not the hexes.

The example on the page 13, 1st paragraph says:

"...The Soviet Player, trying to catch up after a few bad Command rolls, places two of the Fuel Shortage markers in hex 4036, slowing down the reduced Bran PzG. and 5 Pz. Divisions. "

The PzGD and 5 PzD are not in the hex 4036 so how on earth can Russian player place Fuel Shortage markers in the hex 4036?

What am I missing here ?

I don't have the rules in front of me, but I'm pretty certain that this is just a mistake. Perhaps those units were in hex 4036 in a previous iteration of the rules, but then they changed the example of play and forgot to change that one issue.

In the example diagram the reduced Bran PzG. and 5 Pz. divisions are actually in hex 4036 and indicated in an offset box in the upper left-hand corner of the diagram with a large arrow pointing into the center of the hex.

I imagine this was done so as not to clutter the actions that occur in the subsequent turn action example indicated by movement arrows 1 and 2. 1 being the Bran PzG. and 5 Pz. divisions moving to 3937 and 2 being 12 Pz. then moving to 4036.
