In the show ships have to drop their shields to cloak. In STAW, do you lose your shields during the cloaking phase and become vulnerable?

Yes. You must have at least one active shield in order to choose the cloak action and when you cloak you have to deactivate all active shields.

What about for dice purposes? Do you defend with four extra dice DURING the cloaking phase too?

Yes, you roll the 4 extra dice the turn you take the cloak action. You also roll the 4 extra dice the entire turn where you fire and come out of cloak. So as long as that token is on or next to your ship you are rolling the +4 dice regardless if red or green side is up.

The turn you perform a cloak action you roll 4 extra defense dice.
You CAN be target locked.
(token is placed green side up on the ship base)

On a second turn of remaining cloaked you roll 4 extra defense dice.
You can NOT be target locked.
(token is green side up, next to the ship base)

There is no cloaking phase. Cloaking is an action which occurs immediately. If you take the cloaking action, you are cloaked.
