I'm 93% sure the answer is yes, but: does the auctioneer participate in the auction? How much of an advantage is it to be able to pretty much guarantee you'll get that last cube in?

Related non-rules question: how well does it play with 2-3 people?

Yes, the auctioneer also participates. It is harder for them, as they have to multitask (count and bid), so they get the tiebreaker.

It's a lot harder to pull off getting the last cube in than you think, as you are limited to only one hand. Having watched it play out, I'll say that the last minute attempts to do something sneaky go awry as often as they work.

2-3 players plays less chaotically and more strategically. I prefer it with smaller player numbers; larger numbers can be quite chaotic.
