20.44 French Morale
France is demoralized (Axis
POLITICS)
when Poland is defeated and the AXIS controls a French/Belgian major city, OR Maginot Line hex.
Effect: All French HQs are permanently disrupted, its infantry reverts to SF/SF (the Artillery effect is lost), and Allied Solidarity (below) must be checked.

Question: When does french demoralization take effect?

I was assuming the effect starts at the Axis Political Phase but does it happen the phase or moment both conditions occur?

It looks like French Demo takes place during the last phase of the Axis turn, which is also consistent with the rules of Control (it changes at the start of the next phase, not during the combat phase). The wording of the rule seems explicit. Notice that Solidarity also occurs on the immediate Axis Politics, which could reinforce the interpretation of Demoralization (?): 20.45 Allied Solidarity: Once France is demoralized, Allied Solidarity is checked in that and each subsequent Axis POLITICS phase.
