I believe that when the game starts the nominates (and therefore has to start with the $10 bid) the 1st share, and after that the person who won the most recent bid nominates next...but what if the person who just won can't cover the required $10 opening bid (because he/she just used a lot of money to win the prev auction)?

The player selecting the share is not required to bid on it. He may select a share and immediately pass.

I thought in the opening round (starting the game) the person selecting the company had to open with a $10 bid?

Nope. See the "Starting the Game" section.

"First, the banker selects one share from any of the six railroad
companies and puts it up for auction. He then must bid or pass; the minimum bid is $10."
