I've searched the rules and forums but can't seem to find an answer. What happens if you're required to lose a VP (due to war loss, resource shortage, event) and you don't have any VP left? This happened in our last game and we kept VP IOU's for lack of a better solution. Thanks

"it is not possible to have less than zero VP". Page 10.

So if you have zero and must lose one or more VP, it stays at zero.

From the rules:

It's not possible to have less than 0 VPs. You loose only books and/or resource.

Thanks. It seems if you get to that point you can essentially focus on stability and ignore wars. The stability negates the penalty and you can't lose the VP. Of course if you're there your chances of winning are probably slim.

Ignoring Wars and concentrating on Stability is a good strategy. Yes, you will lose 1 VP each round, if a war is taken. But on the other hand there are many events that favor a high stability, so you don't lose neccessarily.
Don't forget that the players taking wars are spending coins for that and don't gain VPs for winning a war - basically they gain nothing from it!
