Since this seems physically, almost impossible, I am guessing this means if any part of the meeple in on a sidewalk it cannot be eaten? Correct?

If the meeple is part on sidewalk and part on a neighbourhood then it can be eaten. It would need to be fully on the sidewalk or part sidewalk part ruin tile for it to be uneatable.

Depending on how you adhered your tiles, if the meeple is fully on the board, some part of it should be touching the neighborhood, even only barely. There is a chance that is it's a slight bit off-center that a meeple could be 100% on the board and on the sidewalk and not be touching a neighborhood.

On my board, they have to pretty much have one foot on the ruin and one on the sidewalk to be safe.

Thanks guys. Imagining a lot of rule and move on type scenarios, with this game, but thought it important to draw this distinction. Probably pretty rare that they would have no part in a 'hood, but that seems fine.

We had this in our first game - a meeple, fallen from a building, landed in a side plank position (balanced sideways on a hand and a foot) parallel against the ruin base. It was fully on the sidewalk in an odd position and stayed there for quite a while as we all went for the easier chomping!
