Could someone go thru and tell me how to "use" these cards....and where do I 'hold" them till I get to use them.....I am having a brain block on how these are suppose to work.

I could be wrong, but the explanation I received elsewhere was that they are part of your Action Deck. One receives the Command Cards (Any, React, Preempt) only when they are drawn at the beginning of each turn. They are "held" in your hand for the turn, and discarded at the end of the turn as with any unused Action Cards. You'll have to play them the turn in which they are in your hand, and playing them will possibly change initiative.
The only other option to HOLD said Command Cards is playing a HIDE card with the dog tag of the leader/specialist having the ability to HOLD cards.

When you set up your action deck for your squad, you can add as many of the Any, Preempt, or React cards to your deck as you want, as long as the soldier that it belongs to is in your squad.

As E.S. said, when you draw your cards in the beginning of the turn, you may draw a Preempt or React card. Some Preempt cards have a condition that must be met for you to play it at the beginning of a phase, such as opponent must have played a Hide card this phase. Then it will tell you to what to do that allows the opponent to use their soldiers in some way, and then you get to do what it says for you. I had raised some questions about this in another thread with a similar title, mostly about which enemy soldiers you can choose to do their part of the Preempt action. For example, can you choose soldiers to shoot if they are out of range or not in firing arc angle, so that the opponent effectively gets nothing out of it.

React cards you can play after an opponent takes an action, so basically you can interrupt part of their turn by playing a React card after they move a soldier (since that is a distinct action), event though they can still move 3 more soldiers after that one.

Rules are on Page 27 of 2.0 rulebook that came with Red Devils.

Your question about the Preempt card is covered on pg 28 of the 2.0 rules. Check the designers notes, "Preempt cards are meant to effect command control of an opponent, not deny him the ability to play or to make his forces do suicidal actions."
You do not get to choose the opponents troops that complete the required action for the preempt.

The Hold Cards ability on soldiers can be used to store away React and Preempt cards. Other than that they are played from your hand.

When. React happens at the end of the opponent Turn. Preempt happens at the beginning of the opponent turn.

(When I worked on the original MicroProse AI for MtG the timing effects were a real problem so I am applying that lesson and going for a easy, Before or After.) It is not an "Interrupt" it is an "Instant" for the MtG players.

The Preempt is about choosing the enemy soldiers to take actions. Then the soldier's owning player takes the action. This disrupts the opponents Command Control.

In general, Tactics Panels and the cards that go with them can add a Hold Card ability as part of the Team behavior. Generally this is from "Any" cards. But it is possible to have a Tactic card that allows you to "Hold Cards" placing them under a soldier that can Hold them.

If you have a Soldier on a Team Panel with "Hold 2 Cards" and he has no HIDE action cards it is possible to have a Team card that lets you Hold Cards. In that case you could take cards from your hand and place them under the soldier. They would then be available for future use.

I will work an a detailed example for the website.

Wow Jeff, i had no idea you had worked on that old gem.

I loved loved LOVED that game back in the day. I still have the original CD's to it and its expansion, in fact.
